Hello!
On my PC at work and at home (although the operating system is another) russian text is not readable on the postcrossing forum... some other encoding.
What should i do?

You should go to "Edit your profile" section where in the last section there are language options (below the bio and signature)

upd:
Glavny vopros: Ya ne vizhy kirillicy na etom forume, chto delat??
Otvet: idem v nastroiki foruma: v pravom verxnem ygly "user control panel" -> edit profile -> language "russian". Naslazhdaemsya rysskimi bukvami :)
Mozhno esche pomenyat kodirovly na Cyrillic Windows v nastroikax brayzera, no velika veroyatnost', chto ona kazhdii raz bydet "soskakivat" obratno na Western.

There is no such information. But I have this card in my collection and it's also was drawn by M. Churova. (Her surname translates with first 'Ch', not 'Ts')

I'm wondering if you could advice me on travel time from US to Tomsk, in Siberia.

My card has been traveling for 23 days now, and I'm getting a little worried... all my other cards sent at the same day (Ukraine, China, Germany, India) were delivered... thanks for any insight.

Please do not worry. All you can do just wait. Waiting and expired cards are parts of our postcrossing game.
As for the travel time - it depends, you know...

Yes. Religious feasts as state holidays were not celebrated. But they are often regarded as folklore.
