Hello, I was watching a British show on TV today called 'Location, Location, Location' and they were looking for a flat in Budapest for the show. Anyway there was much walking of the streets to various flats and I always look at the scenery/street-scape in these shows while the main people are talking.

What I saw on a light pole was what looked like hundreds of little notes stuck all up the pole covering it. They looked about the size of 'post it notes.' They were in the 5th or 13th district I think.

Does anyone know what I saw and if that is common?

Yes, it is quite common here (in almost every district), although not really legal, to be frank :P. Usually these are ads of flats for sale, dental services, language schools, public events (like a party), and other different kinds of topics. As they ruin the cityscape quite much, there are initiatives to stop the proliferation of these notes and find the companies that are guilty spreading these around the city. (Usually it's not the company featured on the notes that organizes the spreading process).
However, luckily, I have seen a definite improvement in this case, it was much worse few years ago. Now more and more companies stop this kind of advertisement so the only kind of notes we can see on poles and other places in the public are by private persons, and they are usually not produced in a big quantity.

Also, they started using a special paint on lampposts, which has some big parts in it and you just can't make anything stick to it, no matter how hard you try :)

It's "Boldog születésnapot!" or shorter "Boldog szülinapot!"

But I really don't understand why you had to spam all the national communities with your question while there are millions of sites that feature this sentence in hundreds of languages, from Swedish to Swahili. It only takes a visit to Google and a few clicks to find them. ;)

i looked it up on google first, but on the sites it didn't show me all the swung dashes, apostrophes and so on, so i thought the people wouldn't mind if i ask them this little question.
